Responsibilities
PRIMARY PURPOSE
Manages negotiation and execution of leases, acquisitions, expropriations, expropriation claims
and other real estate transactions for operations and major capital projects within the TransLink
enterprise.
KEY ACCOUNTABILITIES
Represents TransLink enterprise in the negotiation and execution of leases, acquisitions,
expropriations, and other real estate transactions for operations and major capital projects;
develops short- and long-term business plans related to properties.
Participates in development of Real Estate strategies including acquisitions and site strategies,
risk mitigation strategies and implements them across the TL property portfolio. Prepares and
implements expropriation and expropriation claims strategy that includes litigation and court
testimonies and provides direction to legal counsel towards expropriation contracts and
settlements where necessary.
Undertakes all aspects of major capital project real estate needs such as pre-project strategy
development, planning, business valuation, temporary & permanent acquisition requirements,
business loss estimates, development potential recoveries and ensures project delivery and
close out including strategy implementation, public consultation and outreach, expropriation,
acquisitions, procurement of permits, licenses and obtaining expert opinions, expropriation
claims settlements and recoveries.
Plans, manages and delivers upon TransLink’s leasing portfolio needs including strategy
development, needs analysis, negotiation strategy, and optimization opportunities. Manages
and monitors acquisitions & leasing policies, processes and procedures ensuring they are
current and researches & implements industry best-practices where applicable. Prepares
reports, analysis and presentations for Senior Management and Executive upon which Board
decisions may be based.
Executes contracts and commercial agreements; approves expenditures within authority limits,
ensuring adequate documentation. Manages and enforces contract terms with third parties; and
acts as single point of contact for commercial and contractual matters. Supports internal
stakeholders on commercial and contractual matters, before, during and after implementation.
Works with internal stakeholders to identify potential real property sites & opportunities for
acquisition, license or lease and develops solutions or partnerships to leverage TransLink’s
property assets and mitigate related risk. Evaluates project specific opportunities, within
established project portfolio priorities with a view to maximizing commercial value and lowering
costs; develops related business cases and work plans for review and approval by Senior
Management and Executive.
Establishes and manages relationships with external stakeholders (including local governments)
to establish commercial frameworks, manages diverse positions/opinions and competing
priorities within time and scheduling constraints. Develops mid- to senior- level professional
relationships with counterparties and government agencies/corporations.
Qualifications
EDUCATION AND EXPERIENCE
The competencies for this position would typically be acquired through a Bachelor’s degree
(Business, Accounting, Urban Land, Finance or related discipline), plus seven (7) years’
experience in progressive levels of responsibility in negotiating and managing complex real
estate transactions.
OTHER REQUIREMENTS
Industry related certification (e.g. AAIC / IRWA / RIBC) are preferred.
Advanced working knowledge of principles, practices and processes of leasing, right of way,
property and task management, land economics, interest and real estate valuation, land title
and rights registry, legal survey fundamentals, legislative frameworks, statutes and acts
(including Expropriation Act).
Advanced knowledge of the methods, best-practices, and techniques of negotiating, managing
and administering real property contracts with third parties.
Solid knowledge of real estate development, and construction including rezoning, conceptual
design, planning, unit design and approval processes
Expert negotiating, conflict resolution and problem solving skills, with ability to perform a
leadership role in managing opposing opinions/positions and agendas of multiple diverse
internal and external stakeholders
Advanced teamwork, interpersonal and communication skills, including ability to advise, explain,
clarify complex information; and also to write reports and develop/deliver presentations
Advanced business acumen including planning, organization, and time management skills, with
ability manage critical sequencing and timing of negotiation processes.
Other Information
Recruitment Process: An applicant will be required to demonstrate their suitability for this
position by meeting the minimum level of qualifications and experience in order to be invited into
the selection process. A standard interview format will be used including general, scenario and
behavioural descriptive interview questions, including a written exercise.
Work Schedule
37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
Salary $128,640 - $192,960 per annum (Actual salary offered will be commensurate with
education, experience and internal parity).
